The incredible claim was made in a video published by conspiracy theory YouTube channel ApexTV.
During the video the man, who identifies himself as William Taylor, appears to be connected to a lie detector.
He claims: “I time travelled to the future on multiple occasions during my work with the British Government.
“Time travel was first successfully accomplished in 1981.
“There are plans to release time travel to the public as a technology in the year 2028.
“I think it would be beneficial for humanity to know and understand that fact.”
Mr Taylor goes into detail about two trips to the future he says he made to the years 3000 and 8973.
He gives a dystopian description of the former saying: “The sky was completely red.
“There was pollution everywhere and I didn’t see a single person during the trip.”
However, Mr Taylor says the situation will have greatly improved by 8973 which will be “a utopia” with “no crime or conflict”.
He claims in this year to have seen “robot-human hybrids” with “abnormally large heads and large eyes as well”.
Mr Taylor also says key technological advances are just on the horizon.
He said: “mind upload technology” and “sentient artificial intelligence” will be developed in the next few decades.
However, some YouTube commentators took issue with Mr Taylor’s claims.
One said: “Who else thinks this is fake?”
Another wrote: “As a body language expert I can say this video is completely fake. All you have to do is observe his micro expressions.
“He is taking the p*ss at the viewers’ expense.”
